No transcript is published here — the channel has no English caption track for this episode and the Finnish one is YouTube's automatic track. The guest is a serving politician promoting her own book and the episode is her platform in her own words; no opposing party is represented. She was still using the name Elina Lepomäki when this was recorded on 17 December 2020, and this page uses her current name. The ECU-2 model discussed is the host's own proposal. The health and social services reform described was still a bill; the county tax was not introduced."

## Summary

Elina Valtonen, deputy chair of the National Coalition Party, works through the themes of her book Vapauden voitto and answers the question the channel's viewers sent in: has she become a defender of the euro and a federal Europe? The answer is no — the monetary union has, on her account, stood on feet of clay almost from the start. The episode opens up the basic account she designed in 2013, universalism as a principle for allocating public goods, the finding that about seventy per cent of transfers happen within a person's own life cycle, the spending automaton built into the health and social services reform, and why federalism means the opposite in Germany to what it means in Finland. It closes on whether the ECB's digital euro could deliver a basic account.

## Transfers that move nothing between people

The number that reframes the whole system: roughly seventy per cent of transfers move money from a person to the same person at a different age. That is not redistribution between rich and poor — it is compulsory saving with administration on top, and it changes what the argument about the welfare state is actually about.

## The account, and the traps it replaces

The basic account's design premise is trusting the individual until there is reason not to. The case for it is made by what it replaces: benefits that withdraw as income rises, producing marginal rates that make an extra hour of work worthless and can, for a part-time entrepreneur, remove security entirely.

## The word that means two things

Federalism in German denotes power devolved to the Länder; in Finnish it connotes power gathered to the centre. A great deal of the Finnish argument about Europe is conducted without either side noticing that the key term inverts across the border.
