- **Partly true.** No parliamentarism in the deep sense: coalitions are assembled per issue, though it is well known which groups lean federalist.

- **Where power actually sits.** The rapporteur writes the Parliament's position and picks the experts; shadow rapporteurs track and amend. Rapporteurships are lobbied for fiercely.
- **The reform proposal.** Give the Council a right of initiative, possibly conditional on unanimity — and find a working channel from national parliaments, since COSAC remains talk.
- **Creative interpretation.** EU treaty articles were reinterpreted for the recovery fund; the Constitutional Law Committee's experts were critical, and Finland's liabilities rose by 13 billion on top of over 60.
