## Summary

**The YEL decision.** In spring 2026 the government agreed that from 2028 an entrepreneur can choose to base the YEL pension contribution either on taxable earned income or on assessed income, the pension insurer's estimate of the value of their work. After a transition period assessed income must be at least 50 percent of taxable earned income, the choice binds for three years and dividends do not count as earned income. Contributions are estimated to fall for almost 40 percent of entrepreneurs, stay the same for over 40 percent and rise for 20 percent. Träskbäck calls it a big win but the 2028 start a mistake; it should have been 2027.

**The citizens' initiative.** Träskbäck and Roni Arvonen timed a citizens' initiative to launch just before government negotiations; it gathered 50,000 signatures in two days, and Träskbäck says one of the options now on offer is essentially the initiative's version. He objects to the framing that a fifth of entrepreneurs "lose": those paying more get a larger pension later.

**Funding is next.** YEL has never been funded. Träskbäck says there are more YEL pensioners than contributors and proposes carving about 10 billion euros out of the earnings-related pension assets into a YEL fund, arguing that entrepreneurs, as employers, paid a large share of those assets. Miettinen concedes one point to the current system: a lifelong, stable pension protects people who live to 95, which a personal pot does not.

**The IMF prediction.** Träskbäck argues that Finland's tax level and public sector are unsustainable and that, unless the next government trims spending, the International Monetary Fund will one day take over and cut pensions and public-sector pay. It is a political judgement without a calculation.
