## Summary

Recorded straight after the 2025 budget session, with the MP who led the consolidation working group the prime minister appointed. Ville Valkonen (National Coalition), chair of Parliament's tax subcommittee, sets out where the additional billion euros of savings falls, why borrowing continues regardless, and how the package was negotiated inside a five-party government. ## Where the savings fall

The government agreed a little over a billion euros of savings, weighted to **2027**; in 2026 the figure is about €225 million. The largest cut lands on state-supported housing construction, €365 million in total, with the reduction in ARA loan authorisations the single biggest item. Company subsidies lose about €140 million and research and development funding €95 million in 2027. Harm taxes rise.

Valkonen's own framing of the mandate is that the finance ministry estimated in the summer that about a billion in new measures was still needed for the debt ratio to turn, and that the working group's brief was to do as little damage as possible to growth and to everyday life. He is explicit that the result is a compromise rather than any single party's package.

## Why debt grows anyway

The clearest analytical passage in the episode is three numbers: interest costs, which mean borrowing to service earlier borrowing; the spending path of the wellbeing services counties, about a third of the state budget and growing by one to two billion a year; and defence, where next year's budget raises procurement authorisations to about six billion euros.

## Negotiation without a walk-away

Valkonen's most transferable observation is that in most political situations there is no option of not doing a deal — you do not bring down a government over a package this size. What replaces leverage is framing: the prime minister set a target (a billion at the 2027 level) and a deadline, and inside that frame a result was far easier to find. The process discipline he describes is concrete: the same room throughout, timetables fixed a week ahead, every proposal routed through the finance ministry's budget department, and a cut-off after which no new element could be tabled.
